Could be somebody mounted their favorite shooter to remember the glory days. If you could trace it to a person or championship, then it could be worth a fair bit. I had thought that might have been a cheap form of jewelry from early 20th cent. I had thought too as Semdot thought that maybe to somehow to preserve a favorite toy. Maybe was a relative's and they wanted something to remember them? From the pics the agate is in fairly good shape. The person that has it is a military buff. It took him 2 yrs to find it.
