Opaque white base, transparent red/orange stripe. Almost reminds me of a transitional.

I'm not sure what to make of it either. Not a transitional.  
 

With the clear red ribbon, I'm not seeing Vitro.

So the 2nd choice could be Pelt.  But  it doesn't seem very pelty to me either.

 

I guess it could be a Japanese marble in the pelt style.  But with its two seams and the equatorial ribbon, it's not a transitional.  This one is strictly machine-made.   The transitionals are handgathered -- look for the 9 and tail on one end of a transitional.

I only really said transitional because I couldn’t  nail anything else down. Lol also the word “translational” apparently is a bit skewed from the meaning in fruit jar collecting, which I am a custom to. Pelt did cross my mind, but never thought of Vitro.

what about vitro whitie?

Whities are veneered marbles  and that transparent ribbon seems to run awfully deep.  

I can't swear a whitie can't have a transparent ribbon ... but that's what ruled it out for me.

the reason I ask the vitro agate id guide by memow shows three whities that looks like the same seams with white base and transparent strip.

Look at the white glass here -- it's kinda seedy.  If we were looking at a WV swirl, I'd be thinking "Cairo Novelty".  I'm not seeing anything here which suggests "veneering" to me.  

I googled ... and may see the photo you're referring to.   So basically I need more input about transparent ribbons on Whities ... but also, to me, this marble doesn't look right for Vitro in the white glass either.
