They used to put a lot of wierd things in cereal boxes--just a guess.

I suppose that it was some form of promotional thing with some product.

More opinions are needed and welcomed.

Promotional packages could be cereal and other foods or toys, shoes, etc. Marble King two color St. Mary's cat eyes came inside Kellog's cereal that were in clear celluloid packages. Presumably, the celluloid would be earlier packages than those inside plastic vinyl. So, I would expect yours are 1960's.

Cereal or bread giveaways most likely.  I have a variety of these in poly type "tubes" and cellophane ones.  Here is an example.
