I am pretty sure it is inner painting (Chinese, nèihuà), where paint is applied to the inside of a hollow glass object (globe, bottle, etc.). As far as I know, it is a fairly common form of art in China.

I could not think of another reason that it looks this way. It looks like it sat on the side for awhile with some rusty water inside. If you intend on keeping it I would not attempt any cleaning. I might stick a Silica Gel Desiccant Packet, like the ones that come in vitamins etc in the bottom to get rid of any residual moisture.

Did some more research

Reverse painting on glass is an art form, which is hand painted on the interior with a layer of clear glass over a translucent white core. There are special small brushes that allow the artist to paint inside the bead. Reverse painting on glass is an ancient art form consisting of applying paint to a piece of glass and then viewing the image by turning the glass over and looking through the glass on the image.

They previous owners dropped the Ball on the one i habe and let it get....wet...😢

Such a shame , ill keep it , they refunded half of what i paid because they said , it slipped or mind and we didnt see it was damaged ..... yeah...right 🤔🤨 ah well ...whatever...nevermind...and this still remains a nice piece with the good side pointed to the front between other things on the shelf here for display and to enjoy

A bummer but still a nice piece, I like it and will be looking for one now. I had that same wooden tic tac toe game you have in your pic when I was a kid, sweeet !!
